In pictures of race cars, why does the road look like it's moving and not the car?
For example:

The road is all streak-y. Unless you were moving along with the car, wouldn't the car be streak-y?
easy, this is called a panning
you have to take the photo with a relatively low shutter speed. in the meantime, you have to follow the moving subject while shooting.
the result will be a neat subject (because you follow it) in a motion blurred environment (because you move while the road does not
)
