What is the ratio of equality in Ghz between Quad-Cores and Dual-Cores?

I mean is a 2.14 Quad Core as fast as a 3.12 Dual Core, etc.?

It's not a cut and dry matter of "Oh so and so is so fast." The effective speed of a processor depends on what you're doing. For instance, when considering gaming (which is almost always video bottle-necked and not CPU bottle-necked anyway), very, very few games take advantange of quad core processors. Crysis is one of these, for instance. You see, the whole point is that an application will 'split' the operations it needs to be performed across both or all four cores. It has to be coded to do this - older applications will run faster on a single core 3ghz P4 than a 2.2ghz 4200+, for instance, if nothing else is running at the time. So, in theory, if something were perfectly hyperthreaded for two or four cores, a 2.14ghz quad would be as fast as a 4.28ghz dual core. That is probably not the case however - and unless you're encoding video or doing 3D renderings, you're usually better off with a (cheaper) e8400 or something like it as opposed to a q6600.
