You get the option of purchasing Tier 3 Cars (Mitsubishi Lancer EVO) once you complete all 7.5-8 Level Races and Jobs. Tier 2 Cars once you have completed all Level 10 Races and Jobs.
If you want to be the best within the game make sure you win every Sprint, Circuit, Highway Battle and Outrun Races that you can with a (Dominated Win) not only that you won the race, this will level up your Engine, Nitrous, Wheels, Forced Induction, etc.
Keep winning every race with a Dominated Win and soon enough everything will unlock for you. Tier 1 Cars get unlocked at 86% completion with a Wheelman Level of 15 or so.
