The higher position on the lube of the cam, in relation to the rest of the cam, moves the lifter up which causes the push rod to go up. The push rod pushes up on the rocker arm, which has a folcrum point, which causes the other end of the rocker arm to push down on the valve. The valve is held shut with a spring. When the rocker pushes on the valve, it overcomes the spring pressure and opens the valve. When the cam rotates, and the top of the lobe is no longer under the lifter, the spring pressure overcomes the pushrod and lifter, and thus shuts the valve.
