Yes, pretty much, also alot of upkeep to keep looking good, but worth it... What matters is whats inside them. You can buy whats called a "resonated tip," and that will give it a bit of a lower sound, as inside the tip are chambers, giving it the different sound, but to get true down low rumble, thats a full exhaust. The middle, would be buy yourself a good muffler, usually coming wih chrome tips, depending on vehicle, thats the best for the price, if you cannot go all out for an exhaust ...
